Starting November 18, 2024, this rule ensures that only qualified drivers hold a CDL by requiring State Driver Licensing Agencies (SDLAs) to revoke the commercial driving privileges of drivers listed as "prohibited" in the Clearinghouse, leading to a CDL downgrade until the return-to-duty (RTD) process is completed.
